Saratoga Capital Launches Cyprus Private Equity Real Estate Fund for Investment and Permanent Residence

June 30, 2026. Saratoga Capital is expanding its European private-markets platform with the launch of Saratoga Capital Cyprus Investment II RAIF V.C.I.C. plc, a Cyprus-registered Alternative Investment Fund established to pursue private equity and real estate investment opportunities in Cyprus.

The Fund, registered with the Cyprus Securities and Exchange Commission (CySEC) as RAIF228, was registered on 26 June 2026 and is managed by Saratoga Capital Management Ltd, Saratoga Capital’s regulated Cyprus AIFM. The RAIF is structured as an umbrella vehicle and includes the SC Cyprus Growth sub-fund.

The new investment platform combines Saratoga Capital’s private-markets approach with one of Cyprus’s most established investment-migration frameworks: the country’s expedited procedure for granting permanent residence to qualifying third-country investors.

A Private Equity Real Estate Approach

The Fund is focused on private equity and real estate opportunities in Cyprus, with an emphasis on identifying assets and investment situations where active ownership, capital deployment and strategic development can contribute to long-term value creation.

Saratoga Capital’s investment philosophy is centred on opportunities where the market may not fully reflect the underlying value of an asset or business.

Rather than pursuing a passive allocation to the Cypriot economy, the strategy is designed to provide investors with exposure to opportunities where Saratoga can apply its investment expertise, undertake detailed financial and commercial analysis, and participate actively in the development of the underlying investments.

Cyprus Fast-Track Permanent Residence Investment Platform

A central feature of the Fund is its connection with Cyprus’s expedited permanent-residence investment framework.

Under the current policy of the Cyprus Migration Department, third-country nationals may qualify for an Immigration Permit under an expedited procedure by making a qualifying investment of at least €300,000. One of the expressly permitted investment categories is an investment of €300,000 in units of a Cyprus collective investment organisation, including an AIF, AIFLNP or RAIF, where the applicable conditions are satisfied.

This creates an important distinction between a conventional property purchase and a fund-based investment route.

Instead of acquiring a single property directly, a qualifying investor can invest in units of an eligible Cyprus investment fund. The government framework specifically provides for this investment category and requires, among other documentation, evidence of the purchased units, proof of payment, confirmation from CySEC regarding the establishment of the fund and the relevant fund memorandum or investment documentation.

The Saratoga vehicle has been established as a Cyprus RAIF and is registered with CySEC as RAIF228, with Saratoga Capital Management Ltd acting as its manager.

Accordingly, the Fund is designed to provide an investment platform for international investors seeking to combine Cyprus private-market exposure with a potential route to permanent residence under the country’s investment framework, subject to the investor, the investment and the Fund satisfying all applicable legal and regulatory requirements.
