Saratoga Capital Announcement
Saratoga Capital Management Ltd. has assumed the management of Portugal Investment I, the Portugal-focused sub-fund of Saratoga Capital AIF V.C.I.C. Plc, effective October 30, 2024.
The transition marks an important step in the development of Saratoga Capital’s regulated investment platform.
Portugal Investment I was originally launched in 2021 as Saratoga Capital’s first Portugal Golden Visa investment fund with a separate AIFM. With the appointment of Saratoga Capital Management as fund manager, the investment vehicle is now incorporated into the group’s dedicated AIFM infrastructure.
The change brings the fund together with the institutional fund-management capabilities developed by Saratoga Capital Management during 2024.
From Portugal Investment Fund to Institutional Fund Platform
Portugal Investment I was established to provide international investors with exposure to Portuguese private-market opportunities while offering an eligible investment-fund route within Portugal’s investment-residency framework.
The original strategy focused on opportunities across sectors including hospitality, tourism and industry, reflecting Saratoga Capital’s broader approach of combining capital with active ownership and operational expertise.
Saratoga Capital Launches its First Portugal Golden Visa Fund
The fund’s evolution in 2024 is different in character.
The investment strategy remains focused on Portugal, but the management structure has changed as Saratoga has developed a dedicated regulated platform for its alternative investment funds.

The fund is formally structured as Saratoga Capital AIF V.C.I.C. Plc, an umbrella alternative investment fund, with Portugal Investment I as its sub-fund.

This structure provides a clear distinction between the fund itself, its underlying investment strategy and the regulated entity responsible for its management.
Saratoga Capital Management
Saratoga Capital Management was established earlier in 2024 as a dedicated Alternative Investment Fund Manager authorised and regulated by the Cyprus Securities and Exchange Commission under licence AIFM 63/56/2013.
Its role is to provide the regulated infrastructure required for the management of alternative investment funds, including portfolio oversight, risk management, valuation oversight, compliance, governance and regulatory reporting.

The appointment to Portugal Investment I therefore represents the practical application of that infrastructure to an existing Saratoga investment vehicle.
Rather than creating a new fund structure around the existing Portugal strategy, Saratoga has placed the established investment within its dedicated fund-management platform.
Continuing the Portugal Strategy
The change in manager does not alter the fundamental purpose of Portugal Investment I.
The fund remains focused on Portuguese investment opportunities and forms part of Saratoga’s longer-term commitment to the Portuguese market.
The investment-migration dimension also remains relevant. Portugal Investment I was created around an investment-fund structure that could provide qualifying international investors with an investment route associated with Portugal’s residence programme, subject to the applicable legal and regulatory requirements.
The fund’s investment proposition, however, is broader than residency.
Its underlying purpose is to invest capital into Portuguese opportunities and to manage those investments through a private-markets approach.
That distinction remains central to Saratoga’s investment philosophy.
A Dedicated Platform for Investment Funds
The significance of the October 2024 transition extends beyond Portugal.
By bringing Portugal Investment I under Saratoga Capital Management, the group establishes a clearer institutional architecture for its fund activities.
Saratoga Capital Partners remains the broader investment group.
Saratoga Capital Management provides the regulated AIFM infrastructure.
The individual fund vehicles provide dedicated structures through which particular investment strategies can be implemented.
This creates a framework that can accommodate different strategies without requiring the broader Saratoga Capital group and the regulated fund-management function to operate as a single entity.
It is an important step in the development of Saratoga’s alternative-investment platform.
Portugal as a Long-Term Investment Market
Portugal remains an important market within that platform.
Saratoga’s activities in the country have extended beyond investment migration, with investments and development projects across real estate, hospitality and other sectors.
The Portugal Investment I strategy provides another mechanism through which international capital can participate in the Portuguese market.
The dedicated Portugal platform reflects the same broader principle: investment migration can be structured around professionally managed investment rather than being treated simply as a residence transaction.
For investors, this creates a distinction between the immigration objective and the underlying investment.
For Saratoga, it creates an opportunity to build a longer-term investment platform around Portugal.
The Next Stage
The assumption of management by Saratoga Capital Management marks a natural progression for Portugal Investment I.
The fund began in 2021 as Saratoga’s first Portugal Golden Visa investment vehicle.
Three years later, the fund sits within a dedicated regulated AIFM structure.
That progression reflects the wider development of Saratoga Capital itself: from individual private-market investments toward a platform capable of structuring, managing and supporting specialised investment funds.
Portugal Investment I is therefore both an established investment vehicle and an important part of that institutional development.
The October 2024 transition provides continuity for the Portugal strategy while placing the fund within the regulated infrastructure designed to support Saratoga’s next phase of alternative investment management.
